D Tier Pets
Megalodon
First perk is just execute. 2nd perk isn't useful as it is outclassed by the other fishing pets. Third perk does give some decent damage.
Also can be sold to George for some decent money
Phoenix
Phoenix is overall outclassed. However, if you pet swap properly you could get a second life.
Ferret
Gaining exp orbs isn't that useful, but it is the only pet that does this, so it technically is the best pet for getting exp orbs.
Chicken
It is useful for ironman players trying to get eggs.
C Tier Pets
Rock
Useful for anti kb in jerry's workshop
Sold to George for a lot of money
Early Game Defense for stranded
Rat
Meme Pet, but it CAN duplicate rng drops, which can be extremely rewarding
Tiger
Ferocity pet, Apex perk can be good
Spirit
You don't need it equipped for it to do its job, and allowing for an extra death for s+ is always useful
Parrot
Increasing duration of god pots always good when god pots are continuously going up in price
Tarantula
Great for tara slayer
Squid
Great for gaining fishing exp, and with fishing minions
Magma Cube
Great with slime minions which are quite good for money
Niche pet with rekindled ember armor
Skeleton
Strong early game archer pet for ironman + regular
Bee
Early game fortunes
Monkey
Good for Foraging
Endermite
Best pet for its job, which is mite gels and sacrificing items.
Spider
Can slow / freeze enemies with voodoo + frozen scythe
Good with tarantula minions
Zombie
Okay vs zombies
Okay with dungeon mob drops
If they add good undead armor, could increase in viability
Snail
Best for mining specific blocks
Reindeer
Good for ice fishing

Basically a better ender dragon in the crimson isle.

underrated.
25% multiplicative damage is no joke

Good mining pet but it is quite pricy

Compared to blue whale:
Worse at true damage, but gives more defense which is more valuable with flat healing(like wand of atonement)

Good pet to have that you don't have to equip

Good for crafting pets, magic find, speed

Good for farming exp

Good pet to have that you don't have to equip

Sheep is absolutely terrible.
outside dungeons, edrag/blaze destroys it
In dungeons
Low cata mages should use black cat, high cata f7 mages use silverfish/gdrag, and master mode mage needs gdrag. Sheep has next to no place in progression other than for the earliest earliest game players.

Turtle should be A or S at least, because it's the 3rd best archer (and therefore bers) pet for dungeons use.

On the flipside wither skelly should go down, because it's completely replaced by a turtle as turtle is better in almsot every single conceivable way
